Weekly bill auctions and regular note/bond auctions set the coupon and yield. Non-competitive bids let small buyers pay the stop-out yield.

What Is a Treasury Auction — the mechanics

The Treasury announces sizes; primary dealers must bid; the bid-to-cover ratio is watched as a demand gauge. A tail (stop-out worse than when-issued) signals weak demand.

Treasury announces size and tenor. Competitive bids from dealers set the stop-out. Non-competitive bids (the TreasuryDirect retail path) take that yield, capped per auction rules.

When-issued trading before the auction discovers the yield. A poor auction (weak bid-to-cover, long tail) can cheapen the sector for a day. It is not a US default signal.

You do not need to bid to own Treasuries. Secondary market exists every business day.
